Make the Dough:
In a large mixing bowl, combine flour, salt, and baking powder.
Add the chilled butter, and mix until the mixture looks like coarse crumbs.
Slowly add the cold water, mixing until a dough forms.
Wrap the dough in plastic wrap and let it rest in the fridge for at least 30 minutes.
Prepare the Filling:
In a pan, sauté the onions until translucent.
Add the ground meat (beef or chicken) and cook until browned. Add cumin, paprika, salt, and pepper.
Mix in the mashed potatoes and chopped olives. Let the filling cool down before using it.
Assemble the Empanadas:
Preheat your oven to 375°F (190°C).
Roll out the dough on a lightly floured surface and cut into circles (about 4-5 inches in diameter).
Place a spoonful of filling in the center of each circle.
Fold the dough in half to form a half-moon shape and seal the edges by pressing them with a fork.
